Colonel Ricardo J. Rodriguez Cruz is a native of Humacao, Puerto Rico. He attended the Polytechnic University of Puerto Rico where he received a Bachelor of Science in Industrial Management. In 2006, he received a direct appointment as a Medical Service Corps Officer after serving 10 years as a Finance and Accounting Specialist (36B) and U.S. Army Recruiter (79R). COL Rodriguez also holds a Master of Business Administration in Finance from Inter-American University of Puerto Rico.

COL Rodriguez’s background includes key assignments as a Medical Service Corps Brigade Medical Planner, 1st Heavy Brigade Combat Team, 2nd Infantry Division, Camp Hovey, Korea; Budget Officer, 18th Medical Command, Seoul, Korea; Deputy Chief of Resource Management, 65th Medical Brigade and MEDDAC-K, Seoul, Korea; Budget Officer and S8 Resource Manager, 44th Medical Brigade at Fort Bragg, NC; Commander of Headquarters and Headquarters Company (HHC), 44th Medical Brigade, Fort Bragg, NC and Bagram Air Base, Afghanistan; Battalion S4, 261st Multifunctional Medical Battalion, Fort Bragg, NC; Health Facility Planning Intern, Health Facility Planning Agency (HFPA), Falls Church, VA; Senior Program and Budget Officer, Facilities Division, Defense Health Agency, Falls Church, VA; Battalion Executive Officer, 2nd Medical Recruiting Battalion, Redstone Arsenal, AL; Project Manager, HFPA, Schofield Barracks, HI; Director, Support Division, HFPA, Falls Church, VA; and Deputy Commander, HFPA, Falls Church, VA. He is currently serves as the Commander, U.S. Army Health Facility Planning Agency and Assistant Deputy Chief of Staff, Facilities, U.S. Army Medical Command (MEDCOM G9).

COL Rodriguez’s military education and training include the Command and General Staff College, the U.S. Army Health Facility Planning Internship (ASI 9I), the Army Medical Department Captains Career Course, the Medical Logistics Course, the Operational Contract Support Course (ASI 3C), the Army Medical Department Basic Officer Leader Course, the Noncommissioned Officer (NCO) Academy Advance Leaders Course, the NCO Academy Warrior Leader Course, the Army Recruiting School and the Finance Specialist Course. COL Rodriguez is a Level 3 certified in the DoD Financial Management Certification Program (DFMCP3), Level 3 DoD Acquisition in Facilities Engineering, and a fellow of the Health Facility Institute (FHFI). He is currently enrolled in Senior Service College (Army War College) and graduates in 2026.

COL Rodriguez’s awards and decorations include the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal with five Oak Leaf Clusters, the Army Commendation Medal with three Oak Leaf Clusters, the Army Achievement Medal with two Oak Leaf Clusters, the Army Good Conduct Medal, the Kosovo Campaign Medal with one Bronze Star, the Afghanistan Campaign Medal with two Bronze Stars, the NATO medal with one Bronze Star, and the US Army Recruiting Gold Badge with three Sapphire Stars. COL Rodriguez is a recipient of the Army Medical Department's Order of Military Medical Merit and "A" Proficiency Designator.

COL Rodriguez is married to Carmen Adelys Cintron from Yabucoa, Puerto Rico. They have two children, Diego Andres (19 y/o) and Izabella Andrea Rodriguez-Cintron (17 y/o).
